The Blues midfielder, who has been a regular in manager Steve Bruce's first team squad since his return from a loan spell at Sunderland earlier this season, has been named in England coach Peter Taylor's 23-man squad for the international friendly at Derby County's Pride Park stadium on Tuesday, 8th February.
Should Carter play in the game against the Dutch he would be winning his first cap at Under 21 level having previously represented his country at Under 20 and Under 19 level.
