This man in black is rated as one of the top refs. But, on last night's evidence it is hard to see why. He didn't have too much to do and apart from one ill founded Evertonian appeal for a penalty there was no controversy. In fact, he didn't even have to get involved in this week's hot topic - the new offside rule.
So why the poor review?
It really was a game of two halves for this man. In the first half, Everton had the rub of the green. A number of goal kicks were given as corners, many a free kick was given for a good tackle and advantage given to Birmingham wasn't always advantageous to the home side.
In the second half he changed allegiance and allowed Birmingham to ride their luck.
My main gripe is the way in which Mr Halsey thought he was allowing advantage. All too often the team in possession were not in an advantageous position and the ref never called the ball back. Where there was clear advantage he blew up and stopped play.
There were two bookings Tebily and Savage.
