The Blues boss told Sky Sports News that he will include the on-loan winger, who was released from prison on Thursday after serving 30 days of a three month sentence for drink-driving offences, in his squad that face Spurs at St Andrew's on Saturday afternoon.
Part of Pennants parole stipulates that he must wear a tag and Bruce has said that the decision on whether or not he can play whilst wearing the electronic device will most likely be at the discretion of referee Howard Webb.
"It's been a shock to the system for him but all he wants to do is get back playing again as soon as possible," Bruce said.
"He's trained this morning and I will involve him in the squad tomorrow.
"The tag is like a wrist watch.
"We are waiting for Premier League clearance but we don't expect a problem because there has been a couple of other players played with one in the Football League."
