The 18-year-old Blues midfielder, who had recently returned to St Andrews after a month-long loan spell at Hereford United, has joined Championship side Doncaster on an initial one month youth loan deal.
Jordan is a talented 18 year-old," Rovers boss Sean O'Driscoll told his club's official website.
"We've taken him on a youth loan, which gives flexibility to both clubs and we will see how he develops.
"He's a talented boy and he looks like he has a big future. He did well at Hereford on loan and Birmingham City now want to test him at a higher level.
"We've got a great reputation with young players and have a good environment for them to come. It's almost a case of 'we've been selected'.
"We've had a look at him in training and chatted to Alex McLeish, chatted to the boy and his agent and they are quite happy to come with no guarantees.
"He looks the part; he's 6'1'' and a stylish footballer. It looks as if he has a big future, but he's still only 18."
