Bruce has outlined his plans to increase the numbers in what has been, in recent weeks, a skeleton squad due to departures, injuries and suspensions.
The Blues boss has previously said that he would like to begin next season with a squad of around 24 players and co-owner Sullivan has said he will be backed by the board in his attempts to bring in new faces during the summer.
"We are looking to bring in four or five new players," Sullivan told the Birmingham Evening Mail.
"It depends on a lot of factors. Things happen all the time. Some players might suddenly come into the frame, we might find others are actually beyond us.
"I'd say we'd hope a couple would be star players and a couple squad players who wouldn't bust the budget.
"We will be doing our best and we're already trying to get some deals sorted out as well as looking at possible targets."
