Cisse had been expected to sign for The Trotters after they confirmed that their bid for the Senegal international had been accepted by Blues.
However, the Bolton boss has now confirmed that his club have failed to agree personal terms with Cisse and although the deal is not dead talks have been put on hold.
Cisse has fallen right down the pecking order at St Andrew's and managed just six first team starts last season.
