Blues have been widely reported has having made an estimated £5.5 million offer for the England international midfielder but Bruce, true to his word once again, refuses to talk about potential transfer targets.
"My philosophy has not changed. I will not speak about bids we have made for anybody, confirming or denying that we're bidding for other peoples players," the Blues boss told Sky Sports News.
"I've said it before, as manager of our club, the last thing I would want to see is one of my players splashed all over the papers regarding going somewhere else.
"We've got a couple of bids on the table for a couple of Premiership players so we'll leave it at that," Bruce added.
