The Blues midfielder is facing an automatic three game ban after an FA disciplinary committee found him guilty of violent conduct following the elbowing incident on Chelsea striker Mateja Kezman towards the end of Blues' 1-0 home defeat on Saturday.
"I do feel its because its Robbie Savage," Bruce told Sky Sports News.
"In the game itself there wasn't one player who protested or said he had done anything wrong.
"Yes I admit he has caught him but he's caught him with a flailing arm as far as I'm concerned. When you deliberately elbow somebody, or try to, then the first thing you do is have a look over your shoulder to see if anybody's there.
"Because of an opposing managers view the whole media has jumped on it and spoke about it and unfortunately its got him suspended for three games which is a huge blow to us.
"I'm desperately disappointed because I believe that if Jose Mourinho had not of said anything I don't think it would have been an issue and I don't think anybody would have been talking about it.
"I know Robbie Savage is fully committed but there's a bit of a difference between being that and deliberately elbowing somebody. I know thats not in his locker and if I genuinely thought that he'd deliberately elbowed an opponent or tried to smash someone around the head then I'd be fining him two weeks wages and saying he fully deserves it.
"I really, genuinely feel that this time he has been harshly treated. We're desperately disappointed but we'll have to get on with it."
Savage was offered an immediate three game ban or had until 6pm on Tuesday, 24th August to appeal the decision.
Blues will not be appealling the three-match suspension however meaning Savage will miss Tuesday nights game against Manchester City and the following two away games against Spurs on Saturday and Middlesbrough on September 11th.
