Blues even offered the England international midfielder the chance to move back to his native London and be taken to and from training each day by chauffeur-driven car.
However, the deal seems to have gone quiet and Bowyer has now had talks with his boyhood hero's, West Ham, and reports claim the Hammers are set to sign the player in the next day or so.
"We know we have to bring in new players and we have bids out for a dozen players, Sullivan told the Birmingham Post.
"One of them is Lee Bowyer. I keep reading he is going to West Ham but we think we still have a chance," he added.
