Just past the hour mark and with the score at 2-1 to Blues, The Millers boss was adamant that Rob Kiernan had brought down Matt Derbyshire in the box although the visitors strong claims for a penalty were turned down by referee Dean Whitestone.
"I've watched it back three or four times and I actually don't think it was a penalty, in my opinion," Rowett said.
"I can understand why Steve would want it given but I've watched it and the legs tangled but I don't think there was a clear foul by anyone, plus the ball is running away.
I"'m sure Steve will say I said otherwise."
The home win took Blues on to 50 points and 15 off the bottom three which the Blues boss said had been thought of as an impossible task when he took charge last October.
"Some people said it was 'Mission Impossible' when we came in but we always believed we could turn it around," he said.
